Transform and crop grayed out in Effects plugin

The the crop and transform tools are grayed out. Nothing I do seems to help. How do I gray them? Thanks

edited to say plug-in is 2023 and Mac is intel based.

  Because crop and transform change the canvas size they cannot be used when Effects is called as a plugin, only when run standalone. This is a limitation of the plugin mechanism within Photoshop and applies to all plugins called as Filters.

  The reason I stuck with On1 when you guys went with plug ins was how good On1 is for applying textures and now skies. What this means is that one cannot use In1 as a plug in and apply a Sky or texture and move those items to their best positions. That’s an issue.

  It is also 100% out of ON1’s control. It is a Photoshop limitation.
