    Because you need to have the Effects tab on the right pane open in order to see the filters button on the left pane, and the superselect tool activates the Effects tab.  Bottom line is you have to be in the Effects tab to see it.  You won't see it in Develop, Local, ...

    When I first open Edit, I only see Presets

     

    But once I click on Super Select, the Filters show up.
