Is On1 Photo Raw 2023 intended to be used only as a stand alone? I can't get it work as a plug in in Lightroom

  Yes, that is correct. It is a stand alone program. You can call it from Lightroom however. Anthony Morganti on YouTube has a video that explains how to configure Lightroom so you can send photos to Photo RAW 2023. I can't post the link, sorry. For some reason when I include a YouTube link my posts are quarantined and cannot be seen.
