Do you have Photo Raw AND the Resize plugin installed?

The macOS assigns the most recently installed program to be the default when it can open a particular file type. If you installed resize after installing photo raw, that is why. Select a PSD and do a get info. In the info dialogue there’s a place to set the default program. Select Photo RAW and click the button to set this for the default for all files of that type.

Yes, I've installed the latest AI plugins.

To second comment:  I'll try this. I assume "PST" mean a photo shop doc or image?

    Thanks.

Sorry, yes. That was a typo and should have read .psd.
