    I can't answer your comparison questions, but I can say that I upgraded to an RTX 3060 12gb and Photo Raw runs very well with it. I would say 4gb vram would be the minimum (specs say 2gb) and the 12gb will be sufficient for many years to come.

    I was in a similar situation to you except in the 11 years since I built my last PC I'd added more memory and a newer graphics card. I couldn't order the graphics card I wanted as it was out of stock so I decided  to spend more on the CPU and use my existing graphics card for a while. I went for a newish motherboard (but only DDR4 support) and an I9 12th generation. I specced it all our on the benchmark speed site.

    My existing card was an oldish NVidia GeForce GTX 1060 6GB. I used an existing case I had.

    I was very surprised to find On1 2022 and 2023 run very well on my new setup so I won't be upgrading my graphics card any time soon.

    My setup is:

    Be Quiet Dark Rock Pro 4 - Cpu Air Cooler

    CPU Thermal Paste Grease Compound for Heatsinks - 20g Tube

    Samsung 970 EVO Plus V-NAND M.2 1TB SSD

    Microsoft Windows 11 - Home 64bit OEM - 1 License

    Total cost £1200 from ebuyer in the UK

    The M.2 SSD is lightning fast.

    Of course my graphics card had 6GB of memory which might help but my experience would be to spend more on the other components because you can always buy a better card later and my old one works fine with on1.
