Are you able to open those files from outside of Photo Raw? Where did you copy those files to? Is the folder or drive still accessible? What if you move one of those files into another folder where they do work?

You can try the delete settings procedure from this article, it sometimes fixes weird problems...

Try CTRL C and CTRL V - creates a copy of unreadable "X" file and usually it works.

I'm having a similar problem with Pentax PEF raw files on Windows 10. I imaged 18 slides with a Pentax K20D tethered to a laptop in the span of about 2 minutes. All of the images were recognized by ON1 Photo RAW 2023.5 when accessed from a desktop PC over the local network. I copied the files to the desktop PC using TeraCopy, which verifies the files with a hash. Ten of the 18 raw files were not recognized by ON1 on the desktop (i.e., browse displayed a generic icon containing a slash). Recopying the files left them unrecognized, as before even though ON1 Photo RAW was restarted. I used CTRL-C/CTRL-V from within ON1 and the new copies were recognized. I compared the unrecognized original with its copy using Windows' copy utility (C:\Windows\System32\comp.exe) and it said the two files were identical. I can only conclude there's something wrong in ON1, but can't say what that might be. However, ON1 Photo RAW 2022 was able to recognize the files 2023.5 did not. My thanks to Vladislav Jurco for the copy/paste tip.

Correction to my previous comment; I was using ON1 Photo RAW 2023.1 (not 2023.5).

What happens if you copy them to the desktop machine without using the TeraCopy program? Just do it in the Windows Explorer. TeraCopy could be adding that hash somewhere that is causing Photo RAW to trip over them.

Copying with Windows Explorer wouldn't change anything since TeraCopy is integrated with Windows so everything I copy goes through TeraCopy and gets verified. Regardless, I compared the original image (still resident on the laptop) with the unrecognized copy on the desktop. They were identical. Good suggestion to question TeraCopy though. I generated SHA256 hashes for the two files using HashMyFiles and the hashes were identical. Just checked ON1 2023.1 to see if the problem corrected itself after last night's reboot and it has not - the 10 files remain unrecognized. Seems like ON1 saved something for those 10 files and is now confused. Maybe things will be different with ON1 2023.5.

Even though it is integrated into Windows, it can still be turned off, right? It's worth performing the test. If it works without TeraCopy then we have something to report to tech support.

I disabled TeraCopy's integration, but that didn't work, so maybe I have to reboot first and I can't afford to do that right now. However, I now have two copies from laptop to desktop made by Teracopy. The second set made just now is fully recognized by ON 2023.1. I can't explain the discrepancy. I'd think the ON1 team might want to take a look because I have two identical files (as verified by two different programs) in the same folder and only one is recognized. Here's the screenshot from ON1 2023.1 browse module.

If you want the company to take a look at this you'll have to report it to tech support. You might want to include the link to this topic to bring them up to speed.
