Difference NoNoise/TackSharp/Both
When I use NoNoise, TackSharp or both on the same image, I get results that are not intuitive.
If I use only NoNoise, I get this (close crop):
...but if I use "Both" and turn the TackSharp AI Deblur and the Micro Sharpening both to zero, I get this:
Why would they be different?

You didn't say what settings were used for the NoNoise AI only version but I'm guessing it is too much Micro Sharpening, Enhance Detail, or both. They both have a tendency to bring back some of the noise that you're trying to get rid of in the first place.
When you use the Both option you can be adding the noise reduction's sharpening with the Tack Sharp sharpening which can result in oversharpening.
I find no matter which one you use the default settings are way too much for my taste. I ALWAYS set all sliders to 0 then adjust them to my taste.

All settings unchanged, except in the second example both the TackSharp AI Deblur and the Micro Sharpening settings are turned down to zero. That is why I would not expect to be "adding the noise reduction's sharpening with the Tack Sharp sharpening".0 -
I've told you what I know and what I've found from experience. You'll have to talk to tech support if you need a different answer, sorry.
