Can I change defaults for Local adjustment?

Can I change the default mask setting for local adjustment to white (on/show)?  Can I also change the default style?

  No, the defaults cannot be changed. If you want your edits to be applied to the entire image, not exactly a "local" adjustment, you can simply Invert the mask or use the Tone Enhancer under Effects. It has no mask by default and most of the same controls as a Local Adjustment.
