    Posting a photo would have helped understand the problem better. You can drop photos up to 2mb to add them here.

    From your description, it sounds like you should be able to use perfect eraser to remove the lines.

    I tried to upload a jpg, png, and gif, all at under 1 Mb and it kept telling me

    ”You can only upload images (jpeg, gif, or png). Image uploads are limited to 2 MB.” Just tried it from my iPad and got the same error.

    I understand that this was caused by the flicker of the lighting and a slow shutter speed.

    Sorry, but I don't think you're going to be able to fix this.

    I borrowed your photo to try a few things. I tried dodge and burn, masking bugs and luminosity. I was able to get it 'better' but couldn't fix it fully.

    If you want to try doge and burn, I found that you have to both to lighten the dark band and darken the area between them. It's very hard to get the exact tonality correct, however, I'm not an artist, you may have better luck.

    I couldn't find anyway to do this in On1 - but achieved the result below in Affinity photo, using the FFT denoise function (which can filter repeating patterns)

     

    (I hope it is OK to mention a competing product, since On1 doesn't have the needed function)

    This is what the correction in the FFT noise reduction looked like. Hand drawn with a touch pad. It might give a better result if you are able to get a completely horizontal line.
