How do i paint a black window to show a bright lighting inside..
In Photoshop i can paint pure white over a black window to show the effect of the interior room being lit (it becomes all white).
I created a local adjustment jacking up the exposure to the max. while anywhere else in the image, i get a swath of white, when i paint over the window, the blackness doesn't change.
anyone know how i can do this in ON1 ?

There are a number of ways to do that, but Local Adjustments is probably the easiest. You're just not in the right area. Go to the bottom and select Paint with Color. It should do what you need.
Since you're doing windows, the line mask tool might work better than the Brush.

the line mask is a great idea too.. I was planning to just swish my brush over most of the window, to approximate maybe the glow of a lamp somewhere......

The Magic Eye setting in Local Adjustments are also pretty good for making an unlit window, look as if it was lit.

Unless I am missing something.. the magic eye looks similar to painting in an increase of brightness using a brush with a high exposure.. The pure blacks are not affected with this process

The Magic Eye setting works as you described. So, it is ideal for 'turning on the lights' in windows of buildings. i.e., if you have taken an urban or rural landscape, you can light up blacked out windows. (Note I refered to unlit windows). The Magic Eye will light up curtains, and other decorations, as if there was a light shining through the curtains. You can then use the adjustment panel to change colours intensities, etc.
If you have a completely black window, (maybe on an abandoned castle), where there are no details for your camera to record, then Rick's 'paint with colour' advice is spot on.
