  Not sure that I understand the question. If you're asking if there is a filter to simulate lights, you can use the Sun Flare filter.

  Maybe you need Dodging and Burning. This video uses a city as an example, but you can do the same with a face.

  So you want to see the beam of light that goes from the spotlight to the person's face or do you just want the face in a circle of bright light?
