Unable to use Presets in Browse

I generally will use a Preset while in Browse on a photo.  I noticed today that

1. it will not let me

2. When it EDIT mode it lets me add the preset, but it doesn't save it.  So when I go back to the photo, all the preset edits are gone - not saved.  Also the preset preview on the left sidebar is frozen on the previous photo (even tho it didn't save the edit). 

Hope I'm making sense.  This just happened today.  I was editing on Sunday with no problems.

  When ever program starts missed behaving like this the first thing to try to Delete Settings function.

  I did that and still same issue, plus I just manually edited a photo and scrolled to another one, then came back, did not save the edits.  Plus the little edited icon that used to show at the bottom right is not there either.

  The next step then is to use the reset function as described in the same article.
