Best guess... Brilliance didn't adjust the color, so there in nothing to fine tune. Although, I tried a few sunsets here and it was active on all of mine.

You can tell if it applied any color changes by looking at the sliders in the Develop panel and by going to Local and taking a look at what it did there.

I think you have to have the color set to Auto for it to work.  Otherwise it is grayed out.

Brilliance did make a visible colour change (I can see that moving the overall amount slider from 0 through to 200), but with Keith's clue I found the Brilliance Option, White Balance=AUTO must be set for the fine tune colour slider to work.

Not sure that is the end of it though - should the slider control fine tune the amount of colour saturation/vibrance or is it a colour temperature adjustment?

Need to go make some more checks...

"should the slider control fine tune the amount of colour saturation/vibrance or is it a colour temperature adjustment?" Most likely it controls both at the same time. Think of it as an overall opacity slider for the total effects.

Steve it seems to do both, that is it adjusts color temperature and may dial up vibrance.  The locals tweak the colors even more, if water is detected it usually pulls color temperature towards blue, foliage will swing towards green.  It can affect both color temperature and tint.

OK, think I'll submit to support now.

Unless Brilliance AI is turned on, then the Temperature options in Tone & Colour has AUTO greyed out...
