    At Export, no. All editing should be done before getting to Export.

    There are many ways to add a border, it's the 1 pixel requirement that might be tricky. there is no way to measure or define 1 pixel. So, yes you can add a border and adjust it to a fine line, but no guarantee that it will be 1 pixel.

    You could make your own 1 pixel border and import that to use in the borders filter. You may have a problem centering it as precisely as 1 pixel.

    You could add a new Color Fill Layer filled with White then place that below the image you want the border to surround.

    Select the image Layer and use the Transform Tool to make it 2 pixels smaller in both Horizontal and Vertical dimensions.

    However, 2 pixels out of 4000+ or even 2500+ is going to be very nearly invisible.

    I forgot the screenshot showing how it is done. This is with a 2 pixel transform. You might want to try 4 if you really want something that thin. You can see I had trouble getting both edges to show and I was using the Arrow keys to nudge it one pixel at a time.

    Rick and Brian, thank you for your comments. I've come up with a sort of solution that works. Once I've finished all my edits I create a version and then save that at 3 pixels less than the size required for competitions (1597 x 1197). With the saved JPEG I then change the canvas size to 1600 x 1200 pixels. As suggested, add a white colour fill layer and place this underneath. Export again at 1600 x 1200 pixels.

    Anything less than 3 pixels just doesn't work. It's not ideal but will serve as a workaround.
