    'Delete settings' fixes a lot of random problems. Give it a try and see if it helps.

    This is as designed. The actual thumbnail for the image being repositioned does not move and all you see is the badge with the number of files being moved (image + .on1 + possible .xmp gives up to 3 for each selected image). When the mouse pointer is in a place where the photo can be dropped, between 2 images or at one end or the other of any given row, you will see a vertical bar highlighting that space where the photo will be moved to. Release the mouse button and it will move.

    Thanks.  Issue is that when I move mouse cursor never get the vertical bar indicating where the photos will be moved.  I'm going to try "Delete Settings" to see if behavior changes, otherwise I'll keep re-starting when I need too.

    It's finicky. You've got to be in exactly the right spot. There isn't much room in there between the photos.

    I have the same recurring problem.   Do I really have to "delete settings" to fix this?  Seems to be more drastic than I want to do.  But I don't want to tediously rename each of 20 images, just to then be able to sort by filename.   It is only the "custom" that isn't working the way it used to in prior editions.

    Follow up:  I just tried the "delete settings" trick and it did not help.  So I need a better idea.

    Do I have to submit a "fault" to the help desk?

    2nd follow up:   I have made it work, AFTER opening all images in browse.   That creates the companion file      ( .on1)     So I wonder if that is a subtle part of the problem.   Maybe if there is no .on1 file, the software doesn't know what to do.   

       So my "error" was trying to create a custom order first thing, while still in the group view mode  (G).   Perhaps that will help,  I don't want to take time to test it right now.   Thanks for listening.

    one final p.s.    I seem to have a lot of trouble moving an image forward, closer to the beginning of the display but very little trouble moving things toward the end.   Hope that helps.

    The creation of the .on1 sidecar files had absolutely nothing to do with your ability to drag things around and arrange them to your liking. It was just a coincidence they showed up at the same time you got it to work. You just have to be very precise in where you drop the files and watch for that highlight bar to pop up to tell you you're in the right spot.

    Thanks for your willingness to help. At this point I seem to be able to get it done, but it still feels somewhat broken. I will take issue with your comment about precision. When I am dragging an image to a new place, the white bar is white when my cursor is +/- a full quarter inch on either side of the target space. So when you imply that the white bar is my friend and will light up at the right spot, that doesn’t seem to work for me.
