ON1 Photo RAW isn't compatible with iOS devices, but there is an ON1 Photo for mobile app which can be used in conjunction with ON1 Photo RAW 2018.

Hi tracy. I don't know anything about iPad but the required specs are 1/2 way down this page.

Adding to the "Official" comment above, the On1 Photo RAW App for iPad Pro is only for viewing photos that you sync from the Desktop version & you can't use it to edit Photos. I've mentioned to On1 about the fact that it also only allows viewing in Portrait Mode & not Landscape Mode, but I don't think there's any plans to change that, which is a shame.

Hi all, I am unable to use my ON1 Raw on my laptop due to OpenGL 3.3 I have installed the iOS app but it is unable to find my account.

What the mobile app does is allow you to view images that have been synced with an Album created in the program and stored on Dropbox or Google Drive. The account you sign into is Dropbox/Google. Mobile app use is described starting on page 159 of the User Guide.
