Perfect Brush
I know that in order for the perfect brush to work properly you must keep the + / - sign off the area you don't want affected. But, I've noticed that getting close till makes a change in the mask. Is it possible to add a circle in the middle of the brush to show exactly where the mask will not be affected when using the perfect brush? Basically boundary lines.

Nope, no circle. perfect Brush is sampling the color under it's center and if it detects that colour anywhere within it's brush it paints a mask, but you can adjust the sensitivity by clicking the gear next to it and playing with the adjustments. There is a description on page 83 of the user manual.
