I have saved local adjustments in a preset before. But in order to do that I had to have a local adjustment that had a mask. It did not matter if the local adjustment with the mask was turned on, and in fact, I have one there turned off. Then you can save the current settings as a whole as a preset (maybe a temporary one). Then go back into browse and select the other photos and apply the new temp preset.
But while typing this, that makes me wonder if you can also do it with sync. Try adding another local adjustment, create a luminosity mask in this new local adjustment. Then simply turn off the new local adjustment. Now go back into browse and see if you can sync and carry your other local adjustment with the sync.

i found the reason why, you need to go to browser mode and after the sync works properly

I just tried the second part and it did work! So go into your photo, add another local adjustment. Edit the mask of the local adjustment and make it a luminosity mask. Then turn off this new local adjustment. Then go back into browse and you can sync the photo to anywhere and the other local adjustments will follow.

so, as in deduction, while you are working on a photo, the settings are not saved, so when we go back into browser mode, setting of the current image are saved, so then can be synced

is even worse, you also need to select another image, and them come back to the initial one, and only then the sync works properly :)))

Sorry, I was away from the computer. I cannot sync local adjustments in browse to any other image, UNLESS there is also a local adjustment that has a mask. And not just an inverted white mask. It has to be mask that has some black and white in it. A luminosity mask for instance. And it does not matter if the local adjustment that has the mask is enabled or disabled. In my mind that is a software bug.

in my case what you saying is not an issue,
i mean even if i change only the exposure slider and i don`t touch the mask, or i do it and change everything withing the mask and the settings, they wont apply to other until i go out from edit mode to browse mode, and they i sync all, sometimes it goes from the first time, sometimes it requires to sync again. I already reported this issue as a bug.
What is funny, that even if i am in edit mode, if i sync the pictures, all the other groups (less the local adjustments) they are syncing fine.
