On1 Raw 2019 Moving a Layer

    Not intentional. You can drag layers up and down, but down is usually easier to find the drop point. You should be able to click it anywhere there isn't an icon to drag it even if the layer is turned off.

    Thanks for your suggestion. I wasn’t, however, referring to moving layers into a different order. What I meant was that once I have modified the image in a layer, the move tools in the editing window are greyed out and I can't reposition the layer in the editing window. It looks as though I have to get the image in exactly the right position before I start using effects or developing the image. Does anyone have any ideas. Thanks.

    This is why you should describe exactly what you're doing instead of posting a general question. in this case it would matter if you were running On1 as standalone or as a plugin because Transform is disabled as a plugin as mentioned on page 53 of the user guide.

    Ok found a solution, From LR: FILE > PLUGIN EXTRAS > OPEN AS LAYERS then all the controls are available.
