Opening scans from v700

I'm having trouble opening scans from my Epson v700. Some scans will open but most do not. It doesn't seem to be a file name issue. If I export from Lightroom I can open the file but not the original file, which is also a jpeg

  The files need to be RGB 8 or 16 bit. If they are greyscale they aren't compatible.
