I couldn't find any reference to PTO in On1. A Google search says that file is for combining photos like a panorama. I don't think it has anything to do with presets.

I had the same issue (wanting to use my old presets from Ver 2019) after installing Ver 2022.1.  I assumed they would be automatically transferred, but no.  I opened my old version (2019) and selected Edit mode.  The preset categories are visible in Edit.  Hover your cursor over the preset and right-click to Export the family of presets.  Save it into an appropriate folder.  It saves it as an ONPRESET file.  Then double click on this ONPRESET file, and if your new version is open, then it will ask if you want to upload the presets...click yes.  When completed it will indicate that it was successful.  Go back to your list of presets and the new category should be visible.  Hope this helps, Bill

As far as I know, Photo RAW's migration only works for the previous version. Between 2019 and 2022 there have been 3 updates to the internal databases. You'd have had to go 2019 > 2020 > 2021 > 2022 to bring them forward.
