JPG of 100% quality gives bad results - how to improve it?

I have realized that I have problems with the Export module.
After some corrections, I want to export some RAW files for web presentation. I took the following parameters in the Export module:
- 1800 pixels in the long edge
- 300 ppi (this should not influence the quality of the output JPG file)
- 100% in JPG quality
-sRGB color space
- nothing else!
All this gives mi really bad JPGs in the output:

For instance, I can see a lot of posterization in the file whose size is no more than 300kB. My friends JPG with 1800 pixels in the long edge has approx 1,5MB. What is wrong here? How can I improve exported JPGs?

I found issues with the JPG out months ago and had a long thread on the problem but never resolved. Mine is consistent with providing usable JPG acceptable to MLS PIN on the east coast as a real estate photographer. NO JPG outputs are recognized and acceptable to MLS here due to some corruption in the output. I have put it through a rigid test and documented and validated the result just recently. I have alerted tech support for the last time, hopefully, to get this fixed, otherwise, any real estate photographer in multiple states on the East Coast required to use MLS will not be able to use ON1!
