Perfect Resize in Catalina not working

Is anyone else finding that perfect resize only acts as a stand alone in Adobe Photoshop v21 on MacOS Catalina?

Also I'm finding it quite buggy.  I use the resize feature and adding gallery wrap every day for my business and it is not working consistently.  Today I can't get it to work at all!  When I go to resize and add a wrap and apply, it brings in only a tiny portion of the image back to photoshop.  It's not wrapping the whole image.  HELP!
