How to blur only part a photo

    In the Effects tab add a Blur filter. Adjust it so the plates look the way you want and ignore everything else happening in the photo. Once you have the blur looking the way you want click in the Show Mask icon next to the button to turn the effect off & on. Press B to select the Brush Tool, then make sure its Mode is set to Paint Out. Now you can brush over the areas you want to keep sharp.

    Thank you so much Brian. Is there not an easier way to just paint the blur effect on instead of using the brush to paint the areas that should stay sharp?

    You can press Command/Control-I to Invert the mask then paint it in where needed.
