What will happen to my ON1 360 if I upgrade to ON1 2021.  Will I loose my ON1 360 features.

  No, your subscription to the 360º cloud service is separate from the ON1 program.

  Yes, as long as you are subscribed to the service it does not matter which version of the program you run, you'll be able to access it.
