There are several people using Huion tablets. Search these forums for the term 'huion' to see the older threads where their use has been discussed. I seem to recall something about Windows Ink that causes problems. Have you tried toggling that off and on to see if it makes any difference?

Thanks Brian. I have tried toggling Windows Ink on/off.

Part of the problem is I don't know what to expect when pen sensitivity is working. Well not quite. I've seen it work in Windows Sketchpal and I get thicker or darker lines with more pressure but if masking and the intensivity is at 1 or 100 pressure makes no difference. I'll search the forum a bit more.

Try this. Create a New Canvas say 8 x 10. Use the Layer > Add Color Fill… and fill it with white.

Click in the Color Fill Mask and select the Brush. Set it's Feather to 100, Opacity at 100, Flow 100, and pick a medium-small size.

Turn on Pressure Adjusts Size option. Now paint and vary the pressure as you drag. You should see the size of the brush vary with the pressure. (Top right to bottom left below.)

Now use the option Pressure Adjusts Opacity by itself. Paint again and watch what happens. (Top left to bottom right.)

Once you know it is working you'll start to get a feel for how it works and you can try using both options for finer control. (Squiggly lines.)

Thanks Brian. I rebooted (as I had a small windows update) and afterwards it worked.

I've had a further play with PR and the Huion. There are a couple of things which don't work well I've found:

    1. trying to move sliders with the pen is awkward - the movement is jerky and tends to move after you've pulled the pen off the tablet
    2. you can't use pen input with ink to rename an adjustment. If you double click the "Adjustment" text the ink box pops up and you can draw some text but by then the text is not in edit mode in PR.

    This is PR 2020.5

    I'm still experimenting

Apparently, Windows Ink does not work for everyone. It needs to be on to use pressure sensitivity but it needs to be off to work with sliders. This is from some older threads here on the Forums.
