Since upgrading to 2021, I experienced very slow rendering when opening images, zooming and panning, and switching to edit mode. This only occurred on opening previously edited photos, and a pop-up Window stating "Loading Photo" appeared for up to 25 seconds. I cancelled 2021, but on reverting back to 2020, the same problem remained (where previously 2020 had no issues).
I do not use the "360" service and this has never been configured in the PC software. However, on closing Photo Raw ("PR"), I noticed a pop-up window stated something like "disconnecting from 360". I thought this was odd when I was not using 360. I also had the idea of disconnecting my PC from the internet and then re-opening PR. After doing this, the slow rendering was fixed!! And when I reconnected to the internet, the problem returned!!!
The only conclusion that I can come to is that every time a photo is opened, PR tries to make a connection to 360, even when 360 is not in use. Disconnecting from the internet prevents the attempted connection.
I will report my findings to Support. In the meantime I thought I would share this on the forum in case it helps other non-360 users who are experiencing performance issues - particularly when it is quick, easy, and safe, to try the potential fix.
