Keyords
In browse mode, can you determine if a photo has a keyword by just looking at the photo and not using the keyword panel. In Lightroom, there is a symbol on the lower right side of the photo that indicates if a keyword has been assigned.

No, but you don't need the Keyword List either. You can look in the photos' metadata panel and see/edit/assign any keywords.

I have been going back to some of my catalogues where I have used keywords and was hoping to quickly determine which photos had them. I have multiple photos of birds. Some have keywords and I was hoping to easily multi-select the photos that were not keyworded and of the same type of bird a keyword them.

It's not possible to find photos that don't have keywords. There is no option for that in On1.
There is a work around where you can assign a keword placeholder (like 'NoKW') to every photo then remove it from the ones that do have keywords. That allows you to search for the photos with NoKW.
This is complicated, but could be easier if NoKW was assigned to every photo automatically when imported then removed as real keywords are added.

I'll keep doing what I was doing. Selecting a group and if some photos in the group have keywords, I will just add duplicate keywords to the photos.

You don't need to worry about duplicating any keywords. If you assign a keyword already assigned to the image it will not be duplicated.
If you use ON1's Import module you can assign keywords during import. You can even create a Metadata Preset to be applied.
