Default browse location setting - does it actually do anything ?

Hi All,

I have a default browse location set in my  Settings..  But it doesn't seem to have any effect.
My expectation  was that  a default browse location means that if you start ON1  the browse pane  will show your default location. 
Is that an unreasonable expectation  or am I not understanding what that setting is there for ?

  The program remembers where you were working the last time it was shut down and returns you there the next time it is launched. Most people want to continue where they left off.

  The Default Browse Location sets where the Pictures shortcut button takes you when it is clicked. That is the button that looks like a camera in the left side column. From page 40 in the User Guide:
