How to remove noise/dirt from a faded image
I have a really poor image both in tone and noise. Original attached.
There are also highlights top left and right that 'glare' in any adjustments I have tried.
I'd like to get rid of the surface damage (black and sepia flecks) then tone the picture. I'm more interested in the process than the end result (as I have several other images to fix). Hoping any process does not require a week with the cloning brush!!

"a week with the cloning brush", you might want to keep that in mind.
There is no noise in this photo. Noise only comes from Digital cameras. Everything here is either dirt or damage.
Unfortunately, I don't see any easy way to fix it. The wall won't be too bad by using Paint with color to smooth it out, but you won't be able to do that with the lady's Blouse.
As for the glare, you can add a color fill layer under the photo using the color picker to select a grey from the photo. Then use a low opacity brush to blend it in to the bright areas to even them out.

Ai could be a useful tool here but scans are tough, even for Ai to accurately analyze. I've seen some masking tricks in other apps that can make the job a bit more efficient but I've never seen it done in On1.
