Moiré?
AnsweredI am not sure if this is true moiré, but anyway it's a scan of a matte colour print from many years ago. Is there a tool to deal with this sort of thing? (There is in PS I believe). The only thing I can think of is to apply a tiny amount of blur in ON1 and then send it to Topaz Sharpen A to see if that will bring it back into focus. Thoughts please. Thanks.

You might try Topaz Gigapixel. It's hard to read your screenshot, but it looks like a low res image. Gigapixel has a low res mode that might fix it and blow up the image at the same time. It's free to try but will put a watermark across the image while in trial mode.
There are discount coupons around if you decide gigapixel helps.

Looking at your image it looks like the pattern you are seeing is from the matte surface of the print paper. That said unfortunately I have no good ideas as to removing it.

Yes indeed it's the texture of the paper. I have rescanned at a much higher resolution and then did a bit of tweaking.
Gigapixel AI didn't help much. I tried the downsize option but the result wasn't satisfactory. I guess I just have to live with what I have.
