    Yes, Photo RAW has a limit of 14 images for Focus Stacking. You can try creating 3 stacks of 12 images then stacking the 3 stacked photos.

    Unfortunately focus staking has never worked properly even with a limited number of pictures (at least on my PR 2020 version ). I had already highlighted it to Customer Support providing the source files and the resul but with no successful. As far as I know no improvements have been added on PR 2021 version. I will waiting it before upgrade my version, In the meantime I can manage Photo stacking with  photoshop.

    I shoot a lot of flower images and I have  been very disappointed with ON1 focus stack. Not only is there a limit but also with somewhat blurry results. Affinity Photo is much better, but better still is Helicon Focus.

    Helicon Focus does a great job. I compared it to PR 2021, Affinity and Picolay and for me it was the clear winner.
    Unfortunately it's quite pricey - but worth every penny if you use it a lot. A lifetime license costs 200$, a one year license is 55$. Since focus stacking ist something I do not need very often, I got stuck with Picolay. It's not as good as Helicon Focus, but delivers decent results if you are willing to play with the settings.
