Orton Effects and making the photo more "painterly"
Though I appreciate Dylan, Hudson and the crew, my own photography tends towards a more dramatic image. I am not always going for reality but looking for a more painterly "ideal". These days seems like anyone with a cell phone can get pretty good clear conventional grading.
One method to get there is the Orton Effect, an effect that basically enhances color/contrast in blurred areas of luminance in the image. It is possible to view this a limited version of this effect in the "Glow" and "Bleach Bypass" components in Photo Raw. I would like to see On1 expand "Glow" for more control of parameters. I would like to note Luminar AI (though a vastly inferior product) has a wonderful "glow" with Orton Effects Module and some other mood enhancers and that allows me to go where On1 can't. Was wondering if there was a way to expand Photo Raw's capabilities to help make more painterly photos.
Are there other photographers that share my proclivities?

I've created my own Orton Effect preset after watching a video on it. It consists of a Tone Enhancer with its Blending Mode set to Soft Light. Above that is a Blur filter, also set to Soft Light and Gaussian type. It gives you a lot more control over the appearance of the effect.

Stuart, if you are not already, try adjusting the opacity of your filters to create a more subtle effect. Additionally, using masks to apply the filters to specific areas will also provide more control. A luminosity mask may work particularly well.

Brian, Thank you for those filters. I have been playing with them and they are a welcome addition to my arsenal. I have noticed a similar filter on my iPhone called "brilliance", or in Snapseed called "ambiance" that seem to alter contrast in regions of the photo.
Sometimes I try the On1 HDR filter as well and fool with compression.
None of these works as well as Luminar AI in making a photo look intense. Below is a quickly graded in Luminar AI (with very sloppy mattes). Note how the rim light on the Cable Car gets a real glow and the color tonality is reduced. Like the color is from a limited pallet. I don't think I could achieve this in On1. I recently added Filter Forge to my arsenal of tools and I downloaded a glow filter from it that I like a lot.
On the left is before adding the FF effect, after is on the right.

This is a shot from the LA Times. This is how they grade their photos. The tonality of the skin almost looks painted. At the LA Times they don't grade for subtle colors or "reality". I like that they are more intense than reality.
Here is another LA Times shot. The ocean spray really glows.
How do they achieve this look?

The Filter Forge glow looks a bit like the "Sunshine" filter in On1. Adds pop to the shot which I use interior photos as well.

It's highly customizable as are all their filters. You can use it to create filters of your own too.

Here is a raw iPhone photo I took on Thursday. I used my regular fav filters like Dynamic Contrast and Color Enhancer. Then turned to your blur effect with soft light. Did a nice job of softening the infield and sky.
