Opening layered .psd file

Hi
I am trying to open a layered .psd file
I can open it but the result is flattened
I have a suspicion that it cannot be done - but I cannot find a statement that confirms this.
Can it be done?

  Thank you - I think that I have been beaten speciality layers.

  I can open the layers in Affinity Photo (my non-preferred option), and I believe also in GIMP. Is it a licensing issue? - curiosity.

  I have no idea. I would imagine a compatibility issue but you'd need to ask On1 for an official answer.
