Cannot install ON1 2022 Professional Plugins - Windows 10, Adobe Creative Cloud 2021

I have Adobe Creative Cloud 2021. I purchased ON1 2022 Professional Plugins on November 26, 2021.

I can't install the ON1 plugins. The message is that an incompatible program is running, please close Photoshop, Lightroom, etc, and the installer closes.

The only thing running is Adobe Creative Cloud Desktop. I closed it from Task Manager and turned off my anti-virus (Trend Micro) and Windows Defender. Still the same error. Can't get to first base! Is there a fix for this? If not, can I get a refund?
