Metadata presets
On Windows, where are metadata presets saved?

I'm not sure what you are asking for. Metadata can be applied in the Metadata panel and during Import. You have to create them yourself.
If you're asking where on your system the files are saved, they are at
C:\Users\<user>\AppData\Roaming\ON1\ON1 Photo RAW 202x\Presets\
However, they don't have readable names except for those you export and name yourself.

Sorry, should have been a bit more explicit in my question.
When creating IPCT information for my images e.g. Copyright, Author etc.. I normally use Adobe Bridge. The thing is that when you create your IPCT or any metadata for that matter in Bridge, just like ON1 you can save it as a preset. Thing is that in Bridge it saves it as a text file which you can edit if you want to.
I'm relatively new to using ON1 but rather than having to recreate the IPTC data again I was wondering if you could copy the text file from Adobe Bridge into the folder where ON1 saves the preset.
Hope that makes a bit more sense.

No you can't swap them like that. I haven't dug into the .onp files to see what format they are in or if they are editable in a text editor. Since there isn't any way to identify which preset is which with those UUID names, it hasn't seemed worthwhile to look. You'd have to open them all to find the one you're looking for, assuming they are editable.
