Release notes suggests a fix to Windows plugin loading- Do we still need to keep the file which we recently downloaded to allow all plugins to load or is this fix something different?

  I assume the update includes the file you downloaded previously. If you're concerned, make a copy of it in a safe place then install the update. If you still need it, (I'll bet you won't) you've got it.
