I have had issues with the plugins I use with On1 PR 2022, so thought I would post my experience here. I am on an M1 Mac Mini so others' experience might be different.
I use Topaz DeNoise and Sharpen AI on a fairly regular basis. I was having problems with the plug-ins until I realised they need to be installed as for Photoshop as well as placing the plug-ins themselves within the Photoshop Plugins folder in On1. To do this, you have to open DeNoise and Sharpen in standalone mode and then select Install Photoshop Plugin from the Help menu. Nothing appears to happen (no progress bar or anything like that), but it does seem to do something.
I find the easiest way, on a Mac, to access the plugin file itself is to shift click on the app icon and choose Open Package Contents. The plugins are in a Photoshop folder within the Resources folder. I copy them to the desktop (option-drag) and then place them in the Photoshop Plugins folder for PR 2022. Hopefully a Windows user will advise on the procedure there.
I have Topaz Mask AI, which needs configuring in a way I can't work out. When I launch the plugin, I get a pop-up window saying "Cannot proceed. Background layers cannot be used. Please create a duplicate layer." I did do that, but get the same message. I am probably doing something wrong.
I only have beta copy of Topaz Studio 2, since I was involved in the beta testing. The plugin works merely by placing the plugin file in the appropriate On1 folder. However, I haven't tested it beyond processing just one image.
Topaz Gigapixel AI does not work as a plugin with PR.
Both Luminar 4 and AI work, but on an M1 Mac, 4 needs to be run with PR in Rosetta 2 mode (Get Info on the app and then tick the Rosetta 2 box)
So far I have not been able to get the Luminar Neo plugin to work, but this is the early release version so that might change on final release. I'd be interested to hear what people with other hardware and OSs are experiencing.
