    Apple's "Live Photos" are really 3 second movies formatted in a way that allows you to pick the frame which is shown as that "picture"'s preview. No, Photo RAW isn't meant to handle them. You need to turn off Live View when taking photos that you are going to edit in Photo RAW.

    I useOn1's own iOS app to take photos,since it supports raw, which is not supported natively by my iPhone SE mk2 or iPad mini.

    Well I managed to delete the live photo video components, just by doing a search for .mov files, and then sorting by file size. All the live components are 1 or 2 seconds long, so much smaller than any actual videos.
