    You could try playing with the performance section of the preferences. An expalanation for those settings is on Page 249 of the newest User Guide.

    Make sure your GPU drivers are up to date.

    If you are using the Dynamic Contrast effect, try temporarily disabling the filter, before brushing. I used to have the same problem as you describe, but as soon as this filter was turned off, the brushing performance improved significantly.  It would appear that some filters are more resource hungry than others. DC is one of them, but you could also try disabling others until you get a good performance back.
