Would it be redundant for a someone who has On1 Photo Raw 2022 to purchase On1 Resize Al as a stand alone?

  It would if Photo RAW is your only photo editor as Resize AI is built into Photo RAW 2022.5. However, if you use other editing software and you want access to Resize AI as a plug-in then no, it would not be redundant.
