LibRaw 0.21 in Photo Raw 2023
LibRaw 0.20 supports Canon R5 and R6. So folks using those can have LibRaw open a craw file from those bodies. Evidently it will take LibRaw 0.21 to support Canon R3, R7, and R10. Also LibRaw supports importantly supports Canon CR3 film rolls that are one large file that can contain several raw images that were taken using RawBurst mode. This is VERY important for those shooting wildlife, sports, or other high speed subjects.
Of course the release is also important for owners of bodies made by: Nikon, Sony, OM Systems and others.
Will PR 2023 use LibRaw 0.21 or will we have to wait until 2023.1 in the spring of 2023 to get LibRaw 0.21 support? This is an important issue for all Canon R body owners. It needs to be clearly defined in the marketing message and materials for 2023.

This is a question that only the company can answer and it is very unlikely they will do so here. I would ask tech support about it.

I have already asked Support. I will be surprised if there is an answer. This post is about educating other photographers about the LibRaw dependency. It is a topic that On1 needs to cover when they start seriously selling the 2023 release. Folks may expect the Tier 2 support to do more than handle uncompressed raw files. Evidently that can not happen for some bodies without the LibRaw 0.21 release.

So can i use libraw 0.21 within photo raw 2023 ?
I like photo raw 2023, but can't use it with my new canon R6 Mark 2

There isn't anyone here who would know the answer to that. These forums are for users to help each other and the company rarely comments here. You can ask Tech Support but I doubt they will be of much help. There is usually an update released sometime in January which might include it, again, support would be the place to ask.

This is just a guess and quite possibly wrong...
You wouldn't use libraw IN Photo Raw. Photo Raw has it's own proprietary RAW engine and any file that it is capable to open would be Tier 1.
If ON1's RAW engine can't open your file, then it defaults to libraw and calls it Tier 2. libraw lives in your OP sys, not in Photo Raw.
At least, that's how I understand it as my camera was considered Tier 2 when Photo Raw was first released in 2017 (My camera is 10 years old now) and the advanced Photo Raw features didn't work for me. Once I asked ON1 to add it to the supported list, it became Tier 1 and the advanced features became available.
I found this thread from 4 years ago that might help as well. It was posted before my Camera was upgraded to Tier 1...
