    Maybe you're using the wrong Transform. There is one in Develop and one in Edit. The one you want is in Edit. If you activate it and can't see the adjustment handles, you'll need to zoom out to see the edges.

    I can, but it's cumbersome, note down the long edge dimension of base layer.  Then use Resize upon the intended upper image in a separate session to match that.  Export it.  Then add that resized image to be the new upper layer.  It seems as if the layer should be adjustable within the same overall edit session.

    You don't need any of that and I didn't mention Resize or Export at all. Look at the screenshot above, transform is right there in the overall edit session.

    Ahhhhh...   ON1 has some confusing partial features in different places.  

    I was expecting in the right-side panel, under Transform, that Scaling was the place to go.   I do see by using that left-side tool for transform that the handles appropriately appear.  

    Similarly, ON1 includes the flip buttons for vertical and horizontal in that left-side tool for transform, but not on the right-side Transform section.

    The transforms in Develop and Edit do two completely different jobs. The one in Develop is for straightening an image and the one in Edit is for resizing and adjusting it on the layer. In my opinion, they shouldn't both be called transform, but On1 doesn't listen to me.
