Perfect Brush can only be obtainee through Ctrl + R. Not listed in usual  location at  the top of the screen. See attached 2018 vs 2023

  It's hidden because your side panels are so wide that the entire canvas is not revealed.

  Joseph, when you're not using the Preset panel on the left, close it to make more room. Click this icon to open or close it.
