I tried first with 7Zip then WinZip and PeaZip (open source) on Windows 10 (up to date) and ON1.2023.5. Exactly the same results (as screenshots above).

The issue comes with all the presets of ON1 (free presets 2023 and ON1 plus presets), I am using now ON1 2023.5, but it was the same since one year at least. Here are the screenshots (in french) :
