I would think the easiest is to take it into Layers, resize the canvas and use a color fill layer like this:

I don't see any fall off in quality and I always apply the ICC Profile I need and the Quality during export using the File Type Panel settings ...

I would suggest that in the meantime use the free DNG Converter from Adobe to convert your images to DNG and use them.

Note that only RAW files will show a Kelvin Temp.
