A helpful user suggested disabling the NVIDIA graphic card in the device manager and then turning it back on. I tried it and ON1 2023 seems to be working.

You can find it by using the N key or if your brush icon is open there is an arrow next to it. All you have to do is click the arrow and you will find the refine tool.
